Can the teams tweak their engines all year? I am 90% sure they can. Basically I'm asking do yall think we will see significant progress from Honda?

It's a complicated system that the FIA have devised. I haven't delved too deep into it myself but I'll explain as best as I understand it:
The engine manufacturers have a certain number of development "tokens" for the 2015 season. Each change to the engine spec a manufacturer makes requires a set number of tokens, depending on how intensive the modification is. In between changes, the engines are essentially homologated and will be checked to ensure compliance to that spec at each event.

Peter Windsor and Scarbs spoke to that a little bit. Essentially yes, but each team only gets 4 power units. Once a power unit has been used it can't be modified from that state. The teams can replace some parts, and others not. The issue that Ricciardo is facing is that he used two whole units in the first weekend. This is tough because they have to use engine units with less life left and also spec'd for the first weekend. Most of the teams will be able to introduce 3 updated engines that perform better throughout the year, but Red Bull are in a very compromised situation because they have an engine that doesn't perform well and is hard to drive, but they won't be able to improve it as rapidly as other teams unless they're willing to take grid penalties. Honda seems to be a different situation. Their problems are seals and cables and heatsinks and that sort of thing. Those can be swapped out without penalty, but these faulty components are allegedly the reason they're having so much trouble and also the cause for their decreased performance because they have to run at a lower power level. As Honda improve their engine's stability and reliability they will start updating and McLaren's competitiveness will improve. Based on all the F1Technical forum talk and articles I've read, I think that McLaren have a pretty good chassis, but their engine foibles will decrease that development curve's steepness as well. Once the Honda engine gets up to full power, McLaren will be able to fight for podiums I think. Watch out for next year.

Kind of. There was a loophole in the rules that accidentally allows all of the non-Honda teams to use their tokens throughout the year now instead of having to homologate it before the season like they did last year and Honda have to this year.

Red Bull fan? It's likely that they'll strategically take grid penalties to maximize their constructors' championship position like last year.
